At the request of a new U.S. Marine Corps (USMC) sponsor, the Urban Operations Laboratory (UOL) operated by M2 Technologies, Inc. at Kansas State University, is being expanded to include expeditionary capabilities. Upon initial transition, expected during the 2009 calendar year, the Laboratory will be known as the Expeditionary Capabilities Laboratory (ECL). Ongoing activities, as well as some proposed for FY 10, are presented on this web page. A final name transition to Expeditionary Capabilities Consortium (ECC) is expected during the 2010 Calendar year.

The Urban Operations Laboratory (UOL) was established at Kansas State University (KSU) with partner M2 Technologies, Inc. (M2) to develop new, environmentally acceptable technologies that give our military forces the advantage in urban operations. The UOL focuses on non-lethal capabilities that can minimize collateral damage to non-combatants and the environment – and include urgent needs of our military in Iraq and Afghanistan. The primary sponsor for the UOL is the U.S. Marine Corps Systems Command.

M2 is a woman owned small business that originated the non-lethal weapons concept and provides expertise in military planning, operations, and mission needs assessments to the Joint Non-Lethal Weapons Directorate (JNLWD) and the U.S. Marines – who are responsible for non-lethal weapons development for the Department of Defense.

The UOL assembles and manages projects carried out by teams of faculty, students, and military experts in seven focus areas. This provides the right mix of technical and on-the-ground military experience, to conceive and develop valuable products and field prototypes for use in the real world. CABEM Technologies, Inc. is an important third partner that provides IT expertise and solutions for UOL products.
